MARP Election Procedure

I. Positions

A. Owner of site:

1. That's Zwaxy, and only Zwaxy.

2. Length of Term: Infinite. Forever.

3. How to get in: None

4. How to get out: None

5. No editor may be Zwaxy. Zwaxy can be anything at any time.

6. Rights: All

7. Responsibilities: All

B. Election Coordinator:

1. There is one election coordinator, two if necessary.

2. Length of term: Infinite unless one of higher position takes the job.

3. How to get in: By accepting the position when the ordercomes to you.

4. How to get out: Higher position takes the job / Resigning at least two weeks before the election.

5. Order of election coordinator: Zwaxy, any editor, any person appointed by the editors by majority vote.

6. Order of election coordinator in votes involving editors: Zwaxy, any person appointed by the editors by majority vote.

7. Responsibilities:

a. Must enforce the rules of the election at all times.
b. Must acknowledge all runnings for coordinators in all instances.
c. Must count all votes with fairness and accuracy.
d. Must announce the votes, winners, and losers correctly to the public immediately after the voting period expires.
e. Must keep all votes anonymous unless a voter gives permission to reveal his/her vote.

C. Editors:

1. There are anywhere between five and seven editors at all times.

2. Length of term: Infinite unless voted out of editorship.

3. How to get in: By unanimous vote of the editors.

4. How to get out: Being voted out in general election (see below), achieving a 2/3 vote of all editors minus the potentially removed editor, or resigning two weeks in advance.

5. Any coordinator may be an editor.

6. Rights:

a. May disqualify or edit any score for any good reason. Any significant change in score in regulation mode must be followed with an E-mail to the regulation coordinator and the person affected by the score change.
b. May edit any regulation rule at any time by a majority vote. However, if the general public agreed to a rule in regulation play at any point, the editors must have a 2/3 vote of all editors in order to change.

7. Responsibilities

a. Must sign any significant edit with initials.
b. Must edit the description of a recording if the changed score is significant or the claimed version is incorrect.
c. Must attend all editor meetings unless that person has real-time or previous commitments.
d. Must attend at least one public meeting in each block of public meetings unless that person has real-time or previous commitments.

D. Regulation Coordinator:

1. There is one regulation coordinator elected.

2. Length of term: One year

3. How to get in: By majority vote in the general election.

4. How to get out: Losing in the general election or achieving a 2/3 vote of all editors or the general public, depending on which medium the coordinator was impeached. The impeached coordinator's vote does not count. Resigning two weeks in advance.

5. Any editor may be a regulation coordinator. A regulation coordinator may not be a tournament or knockout coordinator.

6. Rights

a. Can extend any particular vote from the default of seven days for any good reason.
b. Can reduce the length or reject any particular vote from the default of seven days for any good reason. However, this decision can be overruled by a 2/3 vote from the general public.

7. Responsibilities

a. Must maintain the regulation rules web page when necessary. Must report the update to the assistant and main web page maintainers.
b. Must enforce the voting of any relevant regulation votes.

E. Knockout (MAME Championship) Coordinators:

1. There are three knockout coordinators elected.

2. Length of term: One year

3. How to get in: By majority vote in the general election. Whoever achieves the most votes is the Knockout Chairman.

4. How to get out: By losing in the general election. Resigning two weeks in advance.

5. Up to one editor may be a knockout coordinator. A knockout coordinator may not be a regulation or tournament coordinator.

6. Rights:

a. Can choose any game for any round at any point. They may change the game before it is announced, but cannot change the game unless agreed to by a 2/3 vote from the general public after the game is announced.
b. Can choose any format for the MAME Championships at any point before the tournament begins. They can only change the format after a tournament begins by a 2/3 vote from the general public.

7. Responsibilities to choose games for the upcoming knockout tournament:

a. Must enforce the rules of the MAME Championships at all times.
b. Must attempt to advertise the MAME Championships before and after the tournament.
c. (Knockout Chairman Only) Must organize at least one public meeting before the tournament and run those meetings unless he designates another coordinator to do this job.

F. Tournament Coordinator:

1. There is one tournament coordinator elected.

2. Length of term: One year

3. How to get in: By majority vote in the general election.

4. How to get out: By losing in the general election. Resigning two weeks in advance.

5. An editor may be a tournament coordinator. A tournament coordinator may not be a knockout or regulation coordinator.

6. Rights

a. May reject a game for the tournament for any good reason.
b. May choose the final x games of the tournament at any point up to seven days in advance of the beginning of the tournament. He may change the games after this point only by a 2/3 vote from the general public.
c. May set any rule for the tournament as long as the spirit of the tournament remains intact up to seven days in advance of the beginning of the tournament. He may change rules after this point only by a 2/3 vote from the general public.
d. Must organize at least one public meeting before the tournament and run that meeting.

7. Responsibilities:

a. Must enforce the rules of the tournament at all times.
b. Must attempt to advertise the tournament before and after the tournament.

G. Confirmers:

1. There are an infinite amount of confirmers.

2. Length of term: Infinite unless voted out of office.

3. How to get in: By getting two votes of the editors.

4. How to get out: Being voted out by majority vote of the editors. Resigning at any time.

5. Any editor is automatically a confirmer. Any coordinator may be a confirmer.

6. Right: May confirm any recording s/he deems fit, provided the recording follows all MARP rules and plays back correctly.

7. Responsibility: Must report to an editor of incorrect playback of a recording or violations of MARP rules.

H. Members

1. There are an infinite amount of members.

2. Length of term: Infinite

3. How to get in: Just submit one recording.

4. How to get out: Well... deleting all recordings would do the trick...

5. Any confirmer, coordinator, or editor is automatically a member.

6. Rights

a. May submit any recording s/he feels fit for posting.
b. May vote in all elections if eligible.
c. May vote in any public vote.

7. Responsibilities

a. Must follow all MARP rules at all times.
b. Must follow all rulings of the editors.

II. Election Procedures

A. Nominations:

1. Nominations of regulation, tournament, and knockout coordinators will last from November 15, 00:00 GMT to November 21, 23:59 GMT.

2. Any member may nominate himself.

3. Any member may nominate any other member during this time period.

4. If a member is nominated, that person must either email the election coordinator or publicly state on the message board the intention to run in that election.

5. A member must have submitted his/her first recording before July 1 of the election year in order to qualify as a coordinator.

6. Failure to announce intention of running by November 24, 23:59 GMT will be assumed to reject the nomination.

7. The election coordinator will report the nomination/acceptations/rejections once / day or will appoint such person to do the job for him/her.

B. Eligibility to vote:

1. Any first recording created after July 1 of the election year are not allowed to vote.

2. Any people remaining must have a total of at least 10 MARP submissions or postings on the MARP forum combined during the year of the election to be eligible to vote.

3. Exceptions to vote can be petitioned to any editor. If the petitioner receives a majority vote of the editors, the exception is granted. If the editors fail to achieve a majority on either side of a petition within 72 hours after the petition was written, the petitioner automatically earns the right to vote. Editors can immediately grant petitions at any time by a majority vote.

4. The editors have a right to reject the voting rights of any individual by a 2/3 vote of all editors. Any ruling of this nature can be overruled by a 2/3 vote of the general public.

C. How to Vote:

1. Voting for positions will be done through email or private forum message to the Election Coordinator.

2. All votes will be by secret ballot except to the coordinator receiving the votes.

3. If you email, you send in your ballot must match the claimed email of your MARP account or your forum account.

D. Qualifications of election/removal:

1. General Voting Procedures:

a. Voting begins on December 1, 00:00 GMT and will end on December 10, 23:59 GMT.
b. Any ties, defined below, will be settled by extra votes held from:

i. December 11, 00:00 GMT to December 15, 23:59 GMT
ii. December 16, 00:00 GMT to December 20, 23:59 GMT
iii. December 21, 00:00 GMT to December 25, 23:59 GMT
etc.

2. Regulation, Tournament, Knockout Coordinator rules:

a. Anyone who earns a majority vote is elected to the position.
b. If no majority is reached, any person who gets zero votes and the least number of votes greater than zero including ties are eliminated. If there are less people than available positions remaining, then only people getting zero votes are eliminated. A new vote is taken in any situation.
c. Any elected official must accept the position before taking office.

3. Editor rules:

a. Anyone receiving less than 50 % confidence is removed from office and placed on probation for a term of at least six months.
b. If the number of editors thrown out brings the total number of editors to less than five, then the five editors with the most percentage remain as editors.
c. If there are percentage ties where one editor should remain an editor, and one editor should be removed from office, the rules of II.C.2 take effect, beginning with an immediate revote.
d. If there are less than five votes on any editor, that person remains as an editor regardless.
